NEWMAP creatively emerged as a solution to the Country’s inadequate and fragmented response to States and local governments overwhelming complex gully erosion problem, to reduce the vulnerability that threatened infrastructure and livelihoods in the identified watershed. The project commenced with seven states of Abia, Anambra, Cross River, Ebonyi, Edo, Enugu and Imo, and currently, the total number of participating states is 22 states. NEWMAP effectiveness abounds with profound impacts in the environment and livelihoods of beneficiaries: Waves of gully remediation and land reclamation intervention across targeted watersheds, unbundling of critical consultancies (consisting Engineering Designs and Supervision firm, Procurement, Communication and Non-governmental Civil Organization) to drive best practices and critical intervention in land degradation has supported the Country’s transformation agenda to achieve greater environmental and economic security, in line with the Project Development Objective to reduce vulnerability to Erosion in targeted sub-watersheds.
Erosion and Watershed Management Infrastructure Investments
This aspect of NEWMAP supports on-the-ground interventions to reduce vulnerability to land degradation. Key outcomes centre on the strategic combination of civil engineering, biological, community-centred and livelihood improvement measures that contributes to reduced vulnerability by (i) stabilizing severe erosion sites, and (ii) preventing emerging erosion problems early when intervention costs are low, as well as (iii) improving landslide and flood preparedness. Interventions as well as structural, vegetative, and adaptive natural resource-based livelihood measures, coupled with participatory sub-watershed planning. These interventions cover essential local, national, and global public actions related to disaster and climate risk reduction, ecosystem function, biodiversity, terrestrial carbon, soil health, and siltation reduction.
Interventions are at the sub-watershed level, in three stages: (i) creating conditions for gully and watershed rehabilitation and livelihood development, including community sensitization, social mobilization and capacity building to ensure ownership and a strong foundation for subsequent interventions; (ii) implementation of sub-watershed management plans including disaster response, and rural livelihoods, in some cases including resettlement of affected households; and (iii) continuing financial and technical support for gully and sub-watershed rehabilitation and livelihood activities while phasing out civil engineering activities. NEWMAP successfully implemented many Projects under this component, including the followings:
- 76 hectares of degraded land recovered as at April 2019. Majorly from civil works in Abia, Anambra, Enugu, Ebonyi, Edo, and Cross River
- 11,060 lives saved across the sites. These lives cut across those living close to the gully or affected areas.
- 6,448 buildings saved due to engineering works, mainly as they are situated directly by the gullies or unstable meters from the gully.
- 5,750 jobs created which consist of food vendors, drivers, carpenters, labourers
- 60,000 people saved due to road constructions works implemented in Abia State, and river channelization works currently ongoing in Ebonyi State.
- Support to 5,159 project beneficiaries: (2,346 males/2,813 females) via grants under the NEWMAP livelihood enhancement activities: beneficiaries now engaged in businesses such as livestock farming, small shops, trading, honey production etc. 3,262 Project Affected Persons (PAPs) fully compensated; (See more via this link NEWMAP FY20 – MARCH 2020 – PROGRESS REPORT)
Erosion and Watershed Management Institutions and Information Services
Here the project reinforces good design and prioritization of investments under component 1. NEWMAP addresses longer-term sustainability in tackling erosion and watershed problems by strengthening the enabling environment to address these problems and disaster risk reduction in a comprehensive manner across sectors and states. The component contributes to several outcomes centred on enhanced capacities, modernization and coordination of the many institutions involved in planning, management, assessment, enforcement, and monitoring of watershed and erosion related activities and disaster risk management, from sub-watershed to basin scales. The investments under this component helps enhance the regulatory environment, data modernization and openness, design and construction standards, development and application of analytical and monitoring tools, and diagnoses of watershed problems. The investments here support goods, equipment, and consultant services, as well as small works, for the following activities, organized into four sub-components:
a. Federal MDAs:
(i) Strengthening the regulatory capacity of critical environmental and disaster response institutions;
(i) Strengthening information and monitoring services and tools including a HydroMet system, integrated into a state-of-the-art erosion monitoring and landslide risk early warning system,
(iii) Building an erosion and watershed management knowledge resource network,
(iv) Basin and watershed planning tools, and
(v) Providing tools and a platform that could help the government make changes in the way in which federal roads’ cross drainage is regulated, designed, approved, budgeted, constructed and maintained, to reduce gully formation (linked with state efforts below);
b. State MDAs:
(i) urban and rural land use planning tools within an integrated watershed approach;
(ii) providing tools and a platform that could help the government improve state roads’ cross drainage, to reduce gully formation (linked with federal efforts above), and
(iii) strengthening state emergency management agencies (SEMAs) to anticipate, ameliorate, and respond to natural disaster-related emergencies.
c. Local government and communities: Strengthening Local Government Authorities (LGAs) in intervention areas, including their disaster risk reduction and response capacities.
d. Private and non-government sector: Training of contractors and other non-government entities engaged as needed to deliver professional services. Such needs include
(i) labour-intensive works;
(ii) manufacture and installation of geo-textiles and gabion boxes;
(iii) water harvesting and storage; and
(iv) natural resource-based enterprises such as seedling nurseries.
- Installation of 19 Meteorological Stations, 15 Hydrological Stations and 10 Automated Flood Early Warning Systems across River Basins (Sokoto-Rima; Progress for this activity is at 79% Project target is 80% by 2020;
- Stormwater Management: Stormwater management is financed under the Special Climate Change Fund (SCCF) and is aimed at helping stem gully formation, better-managed flood and landslide risks, and adapt to higher rainfall intensities and run-off. The activity is currently operational in three NEWMAP intervention States of Ebonyi (Abakaliki), Abia (Aba) and Anambra (Onitsha).

Climate Change Response
Investments and Projects under this component are geared towards strengthening Nigeria’s capacity to promote low carbon, climate-resilient development. This component provides a framework, with broad areas of focus identified during project preparation. The Outcomes provide the right approach and enabling environment for the government to become better equipped to respond to climate change. This is why all project and activities here finances:
a. Goods, equipment, and consultant services, as well as limited works for demonstration activities (intended to test the viability of interventions to enhance climate resilience or support low carbon development), for the following objectives;
i. Strengthening climate policy and institutional framework:

Promoting low carbon development: Provide technical support to help the government upgrade the policy, regulatory and planning framework including the following options: contribute to the development of a new renewable energy master-plan and related diagnostics, help on feasibility studies for selected large-scale renewable energy pilots (e.g. concentrated solar power, wind); assistance for preparing targeted regulation and standardized feed-in agreements for small- and medium-scale renewable energy production; contribute to the development of plans for off-grid energy supply optimization; improved quantification of GHG emissions from the oil and gas sector, and support for preparing action plans for their reduction including opportunities for accessing carbon markets.
iii. Promoting resilient climate development: Provide technical assistance to strengthen the ability of selected institutions to design and execute climate-resilient programs and projects by
* building capacity for consolidating and harmonizing selected water-related policy, legislation and regulation in water management,
* preparing investment guidelines to enhance the climate resilience of water storage and management in the irrigation and hydro-power sub-sectors,
* developing agricultural research and planning tools aimed at seizing “triple-win” options (higher yields, greater climate resilience, reduced GHG emissions);
* preparing support for facilitating farmer readiness to access agricultural carbon markets, and
* carrying out feasibility studies for financial instruments aimed at managing weather-related risks to agriculture (including Weather Index Crop Insurance).
So far, NEWMAP successfully implemented many Projects under this component, including the followings:
- Support for the development of Nigeria’s innovative Green Bonds Project: 2 series issued already. There are 19 projects identified for funding from Green Bonds with a total cost of USD 100 million. This is a significant success in NEWMAP acting as a catalyst for the development of a high impact and sustainable program;
- Supported feasibility research with clear guidelines and investment opportunities for solar renewable energy in Nigeria
- NEWMAP Piloted three Pilot Fuel-Efficient Bakery Ovens in three Local Government Areas (LGAs) in Jigawa State, including clean and efficient cookstoves in seven NEWMAP States.
- Support to Nigeria programme and activities in the Council of the Parties for Climate Change;
