CLIMATE CHANGE KNOWLEDGE IMMERSION WORKSHOP- FOR PARLIAMENTARIANS AT TRANSCORP HILTON HOTEL, ABUJA

1. Opening Remarks was given by Dr. Bukar Hassan, Permanent Secretary, and Federal Ministry of Environment.

      Opening Statements

1. Hon, Sam Oniogu, Chairman House committee on Climate Change applauded the climate change immersion workshop and emphasized the need for more of the knowledge workshops on climate change. He said the committee was soon to conclude work on legal framework on climate change in Nigeria. He assured stakeholders that the committee was open to suggestions and ideas towards  environmental sustainability.
2. Obinna Chidioka, Chairman House Committee on Environment and Habitat said that climate change knowledge was essential to nation’s development. He added that Nigeria was committed to the reduction of emission to 20% by 2030.

4. First Presentation: Benoit Bosquet, Practice Manager, Environment and Natural Resources, World Bank on Climate Finance and green bond informed the parliamentarians that Nigeria will require $140b to combat climate change. He said that Africa is most vulnerable to climate change while their emission level is low.
5. Second Presentation: Peter Yerima Tarfa, Director Climate Change Department, Federal Ministry of Environment on Climate Change in Nigeria; Achieving Nigeria’s INDC Ambition, informed parliamentarians that the implementation of the Country’s  INDC will heavily depend on them.

2. Need to collaborate with grassroots NGOs for awareness creation targeting the youth mostly.
3. Leaving light on contributes to temperature rise, there is need to always turn-off lights when not in use.

• Questions on baseline study of actions and coordinated activities on emission reduction for instance how many trees planted?

1. The need for coordinated efforts among local, state and federal government on climate resilience.
2. Other suggestions dwelt on “alternative for generator set?; specific goals that need to be evaluated and Sustained funding to support grass root community NGOs.”

 

1. Recommendations

General consensus that the workshop for the parliamentarian be repeated on a more convenient day in Abuja to ensure that they fully participate, and invitation should be extended to legislatures at the state level.

Sectoral Action (Energy Commission, Power, Water, Agriculture)

Representatives of the line ministries very key to the implementation of Nigeria INDC were given opportunities to look critically at their sectoral action plans/measures for comments and contributions. All suggested that awareness creation on climate change is very important especially in water sector using the Rivers Basins and state ministries. In the energy sector, robust infrastructure is very important to capture and distribute gas that is the only way gas flaring will stop.

2. The 8b budget for Climate Change in 2017 budget, does it come with a target/ % of emission reduction across the implementing agencies.
3. $140B for the implementation of Nigeria INDC, where is the sources of the fund.
